The Center for Persons with Disabilities (CPD), located at Utah State University, is Utah's University Center for Excellence in Disabilities, is part of a federal network focused on improving life for people with disabilities and their families through research, education and services. The CPD operates through the USU College of Education and Human Services, and is advised and directed by the CPD Advisory Committee (CAC), comprised of individuals with disabilities and family members who represent diverse ethnic and geographic populations.


CPD activities are also guided by the CPD Advisory Council, which advises administrators about University and community matters. Council members include University and College administrators, state and community representatives, individuals with a broad range of disabilities and their family members.


Dr. Sarah Rule is the CPD director, and oversees all Center activities and administrative functions. The CPD business office, directed by Richard Jewkes, handles CPD finances. Dr. Cyndi Rowland serves as Associate Director, and Martin Blair is the Assistant Director for Policy at the CPD.


Six divisions operate with in the CPD, including the Interdisciplinary Training Division, directed by Dr. Judith Holt: the Technical Assistance Division, directed by John Copenhaver; The Research & Evaluation Division, directed by Dr. Richard Roberts; the Exemplary Services Division, directed by Sue Olsen; the Outreach & Development Division, directed by Dr. Richard Baer; and the Biomedical Division, co-directed by Dr. Anthony R. Torres and Dr. Dennis Odell. Over 65 high-quality programs are currently operating through the CPD, all with the common goal of strengthening families and individuals through education, policy, research, and services.
